What does that mean in Liftoff app? (lemmy.ml)

Do they mean that if I am not subscribed to any instance, I cannot comment there? Or if I don't have an account for that community, I can't comment? For example, I made my account in lemmy.ml but I am able to comment in one of the instances of beehaw.org.

It seems like you have to add instances to the app to even have them show in "everything". So if you add sh.itjust.works it would show that instance even if you don't have an account there. You can still comment between instances, as long as they have not defederated from one like how beehaw is defederated with sh.itjust.works
