Explanation: The bust pictured is of the Roman ultraconservative dictator Sulla, who sided with the Senate against the democratic elements of the Roman Republic. Sulla was famous for his 'proscriptions', wherein his enemies and inconvenient folks who held wealth he wanted to seize were put on a list mandating everyone who could to do them harm without legal censure, and promising rewards for those who betrayed or killed them so Sulla could seize their property.

"Proscription" sounds like "prescription", like a doctor prescribing medicine.

That's it. That's the extent of the joke.
