ICE is targeting non-citizens, who cannot purchase firearms in the first place. Furthermore, they are targeting them in states that have major restrictions on the second amendment, meaning the number of citizens who could have a firearm is much lower. Even in red states the number of people who would intervene against multiple armed opponents is very low.
