the "plan" is pretty straightforward- these things are designed in a way where when the chased car passes, the person controlling it pulls a cord and removes it from the way of pursuing vehicles. there are also new electro-mechanical models.
so in this case it could have been some mechanical failure , or maybe when the vehicle passed, the forces pulled the cord out of operator's hand or something
Oh god what's the followup?!?
Taxpayers get to buy eight new sets of tires, plus whatever other damage ensued.
