I've always thought that that cafe has a good spot for people watching, it's good to know you can do some crow watching as well.
Another good one is the Starbucks at Ueno, and there's a really nice Tulley's a few minutes away from Hamamatsucho station as well. I've seen plenty of crows near all of those places.
