Japan here, Monday is also a holiday - Sports Day (huge school events across the country).
Like evri monday? Or just this one annually? What do ppl do then? Get drunk assume. I would.
There are sports events all throughout the year, but Sports Day is the big one.
Yes, the adults usually get drunk. If father has to sit outside all day on his day off, father is going to have a few cans of Asahi while watching his kid fall over in the three-legged race.
