Well you can still do a trial somewhere else. Nowhere does it say it needs to be held in a courthouse.

Yeah, the real blocker is the lack of resources. You can't afford to hold trials when you're busy just trying to make sure everyone's basic needs are met. My interpretation of the response is that it's pointing out the reason they're lacking resources, and they did so by choosing an instance they also made it humorous.
