In my search for Canadian Bike Racks, I found three options:

Arkel Bike Racks - Their panniers are made in Canada and top quality.
Axiom Bike Racks
MEC Brand Bike Racks

Are there any others?

My last set of Arkel panniers were made in China.

What makes you think that the Axiom bike racks are made in Canada? I looked through the site and I don't see any language about their product being made in Canada, I don't even know where the company is located, their about us and contact us pages don't show anything about where they are located. I kind of doubt that it's made in Canada, they would push that harder in their marketing.

The MEC racks all clearly say made in Taiwan.

Arkel makes some excellent quality bags. There are at least a couple racks made in Canada but they aren't exactly your typical panier racks. Mica cycles makes the rat tail rack for bike packing, it has 3-pack mounts on the side and it's meant to have a dry bag lashed to the top. Memento cycles makes a couple models of front rack which are super strong and built for carrying cargo or a large basket. If you have more questions about either of these, let me know, I own one of each

Also wzrd bikes does custom racks which are beautiful but I suspect are very expensive
