It depends on the series but generally takes over people wills.

The Anti-Life Equation was a transcendental mathematical formula originally said to allow those who knew it to dominate the will of any sentient race; this is the ultimate goal of Darkseid.

I feel like I read a “what if” comic where Darkseid wins and he rules over the rest of eternity by himself and he just gets really bored and depressed. I might be misremembering that though.
