I get why it is dangerous to use a light weight spinded arrow on a heavier bow, but is it just as bad the other way around?

It's more like you might see the arrow fishtailing in the air, not so much a safety issue.

If you're talking about using a too rigid shaft for your bow, then I wouldn't think that it would be a problem. Maybe in compound bows, but I only make that exception because I don't really know compound that well, and I don't want you to destroy yourself or your bow.
