Based on your description of the proposed law, I think it's unlikely. That sounds more like intercepting internet communication which probably wouldn't be done on individual computers unless you were being specifically targeted.
I think the Linux Mint organization is based in Ireland but its contributers are from around the world. It's also open source so any embedded spyware in the code would be discovered quite quickly.
