The homeless industrial complex is such a scam. Find a room to let people sleep inside. Doesn't have to cause billions in payments of taxpayer money to some politicans friend or NGO. Just any empty space, even a parking garage with assigned sleeping spaces is better. Sure, you have to then provide certain services if you're going to force people to be there... And many of the people staying there will cause problems which requires security. Then you might have to find a way to feed people and offer medical care. You need to offer bathrooms too. So the costs add up, but the idea at the root of it is that you can't just find a building to put people in is insane.
For those willing and able to work, you also need a change in view from employers and other people in society... Find work for people to do, and have the employers partner with the local agencies to do this. Just leaving people with no options and a culture of laying on the street doing drugs until you die in a kind of open air self execution system is also insane.
You have to give credit to the city hall public relations team though. They are great at presenting the narrative that everything is improving. Maybe that will work for a while?
