Hi Europeans, any suggestion to Japan which becoming yet another immigration-friendly country?

Translation: I saw an illegal immigrant? in Shibuya. Are they out of work? How did they enter the country for anything other than work? Even if they enter the country as refugees, they won't be forced to beg for money in Japan. This is the reality of Japan.
