Could someone explain this chart? What is the meaning of those single letters column, and why is the rank on the left completely unlinked to the times (if those numbers are times at all) more to the right?

The single letter column shows the current tire choice per driver hard (white), medium (yellow) or soft (red). The timing is the timing interval (as labelled above the column), ie how many seconds between two consecutive drivers, not between each driver and the current leader.
