I want to make some cash transfers to some of the poorest people. The main gang doing this seems to be givedirectly.org , a USAn charity

I might just use them, as that barely hardly counts as using a USAn product. (Not sure if they pay tax to the USA/Israel? Maybe they are exempt?)

But if there's an alternative outside that would be slightly preferable.

Get a free .ca domain with cira, and donate the money to a charity or political party of your choice

I'm not trying to register a domain/build a website : I'm trying to make a cash transfer to the poorest people

I'd rather avoid giving money to a charity or political party if possible: I want to transfer it from me to other people.

The first thing that comes to mind is setting up scholarships/bursaries for underprivileged school/college kids. Your local school district or community college or University will be happy to help set that up for you.

Aside from that, it could potentially be challenging to do direct cash transfers without setting up some level of bureaucracy to help with the vetting/qualification of deserving individuals

Are there any groups doing this that are –

  1. Outside of the USA
  2. Accept donations from Joe Public. (e.g. Norwegian Refugee Council does it but I can't donate)

There might be some listed at https://www.calpnetwork.org/members/calp-members/ - I'm looking

some level of bureaucracy

If you're okay with bureaucracy, why not donate to one of the many humanitarian nonprofits that are working on poverty alleviation? eg.

(2) https://unwrapped.oxfam.ca/products/cash-voucher

This next thing may or may not be exactly what you had in mind, but its set up along similar lines, and I see it as an interesting and timely experiment: https://encointer.org/
