Go into your BIOS and make sure the SATA controller is enabled. Many modern boards have it disabled by default since most machines use M.2 slots for SSDs.

If your on-board USB ports work fine, but your extension ports on the front of machine do not, it's most likely a voltage issue. Double check the USB pinouts on your new board with the extender it's connected to.
