Commacho was an idiot, but still a good man underneath. He realized he was too stupid to solve the problems facing his society, so he found literally the smartest man alive to help him.

Then, when he saw how good a job that man did, Commacho stepped aside after his term of power.

That's a good leader.

Dwayne was dumb but had personal entigrity and the ability to learn, unlike the current US president, though.
