It's been a while since I played 9 and 10 difficulty.

For Super Helldive, They should uncap Vox engines, put back back 15 minute evac missions, and bring back the removed Planetary Modifiers. (Electronic Countermeasures, Atomspheric Interference, and AA Defenses)
