There is a website archive program called kiwix. It takes archive files in the zim format and allows you to browse the website offline. Kiwix has lots of wikimedia archives you can download or you can create your own archives using their different software tools.

Come on, UK! I expected more of you! The whole world is waiting for you to continue to catapult yourself back into the bronze age, and this decision is simply cheating because someone at OFCOM realized how FUCKING STUPID all of this is and wanted to keep Wikipedia around.
