"Former Health Minister" This makes it sound as if he is quasi retired. He's just head of the conservatives' parliament fraction, a fact that isn't adressed until halfway through the article. I suspect the reporter has a bit bias and wants to downplay the whole affair. Closing with "he has remained politically influential" only makes it worse.
