That's not true. About 70% have no limits, but if you're in an accident and you drove faster than 130km/h you can get partial blame. On the other parts there are some kind of limits and they are as hard as they are in other countries. ( well, Germany does not have the biggest fines, but it's still a hard limit).

Ich stimme dir zu, dass man nicht mit dem Auto in die Innenstadt muss. Das mache ich auch nicht. Ich wohne auf dem Land und fahre sehr selten Richtung Stadt und wenn, dann fahre ich an den Rand und von dort aus per Leihrad oder Straßenbahn rein.

Ark Nova - I just had very bad starting cards and couldn't mitigate it, so I was doomed to be behind the whole game. Seriously with that big number of cards you can just get very unlucky and have no good combo available. It's too much chance in this game, but I might just be more of an Euro game fan...
