This is a weekly thread in which we read through books on and related to imperialism and geopolitics. Last week's thread is here.

The book we are currently reading through is Empire's Workshop by Greg Grandin. There are two main editions, to my knowledge: the original one with a yellow cover from 2006, and an updated version from 2021 with an orange cover. I am reading the latter version.

On December 4th, Rwanda's Paul Kagame and the DRC's Felix Tshisekedi signed the Washington Accords for Peace and Prosperity (pictured above). Trump boasted that he was settling a war that had gone on for decades, and remarked, idiosyncratically, "[...] and now they’re going to spend a lot of time hugging, holding hands [...]"

A few days later, the M23 militia (backed by Rwanda) advanced into Uvira, a city near the DRC's eastern border with Burundi and a major commercial and strategic location in the region. Burundi, although a small country, is a significant ally to the DRC and has sent thousands of soldiers to aid them during conflicts; this offensive by M23 aims to cut off a direct route between the two, though they do still share quite a long border over Lake Tanganyika. Tens of thousands of civilians (possibly up to 200,000) fled as M23 approached.

Signed almost simultaneously with the Accords was a Strategic Partnership Agreement between the DRC and the United States, which effectively threw open its critical minerals in the east to American exploitation. These minerals include tin, tungsten, and tantalum, which is vital for many industries. The irony is that M23 has been taking territory in the eastern DRC in order to transport these very minerals to Rwanda and onwards to global supply chains. Signing the Accord was, therefore, a remarkably pointless endeavour for everybody involved. Burundi and the DRC have complained, calling for sanctions on Rwanda, and appeasing to Trump's pride, calling this a "slap in the face to the United States", though I doubt the US is ultimately all that bothered about it one way or another.

Over the last week, Sri Lanka has been hit by their worst national natural disaster since the 2004 Boxing Day Tsunami. Over 2 million people (about 10% of the population) were affected; the death toll is currently climbing past 600; nearly a hundred thousand homes have been damaged or destroyed, transport infrastructure is heavily damaged; industry has been damaged; and farmland has been flooded. The cost of damage so far looks to be about $7 billion, which is more than the combined budget spent on healthcare and education in Sri Lanka.

While there is plenty to say meteorologically about how this yet another concerning escalation as a result of climate change (Sri Lanka does experience cyclones, but they are usually significantly weaker than this), it's important to note that such disasters are, to at least a certain extent, able to warned about and their impacts somewhat mitigated. However, this requires both access to early detection and warning equipment, and an economy in which development is widespread - in this case, particularly in the construction of drainage systems and regulated construction, which has not generally occurred.

The IMF, on its 17th program with Sri Lanka, is doing its utmost to prevent such an economy from developing, as they instead promote reductions in public investment. On top of this, the rebuilding effort for Sri Lanka is already being planned and funded, and such donors include, of course, many Sri Lankan oligarchs, who will rebuild the damaged portions of the country yet further according to their visions, while sidelining the working class.

Perhaps neoliberalism's decay into its eventual death occurring concurrently into the gradual intensification of climate change and renewed wars signifies the rise of the era of disaster capitalism.

On November 30th, Hondurans voted to choose their next President, as well as deputies to the Congress, councillors, and other candidates. Like all elections in Latin America, the looming shadow of American intervention will be a major factor in deciding the winner. In this election, that intervention has been fairly naked, with Trump literally stating who he wishes to win (the far-right nationalist guy, Nasry Asfura). Asfura has said that if he does not win, American funding to the country will dry up - a clear threat - and Trump has additionally pardoned the former Honduran president and US ally Juan Orlando Hernández, imprisoned for smuggling cocaine into the US.

The other candidates in this election are Salvador Nasralla of the Liberal Party, who is essentially running on the same platform as Asfura with some differences (such differences would inevitably vanish if he were to win); and Rixi Moncada of the progressive (self-described as democratic socialist) LIBRE Party. The narrative about this election is - try not to yawn - the neverending battle of democracy against communism. This narrative is obviously very important to uphold in the current environment of accelerated aggression against Venezuela, Colombia, Mexico, and others.

Who is going to win? As of me writing this sentence, the results have not yet been fully reported. However, there has been something of a scandal in regards to a plot - with recorded voices, though those guilty plead AI tampering - to show the best possible preliminary results for the right wing, so as to manipulate the narrative and morale of the population. The idea, is presumably, that if LIBRE were to win, the fascists could say "How did LIBRE go from 20% of the vote (which is what the preliminary results showed) to a victory?! It must be communist meddling!"

Of course, it's entirely possible that LIBRE won't win anyway, or get particularly close. We shall see how things turn out very shortly.

While military, economic, and covert pressure on Venezuela and nearby countries in South America proper continues to mount, a similar process is occurring against Mexico, currently under the leadership of the very popular Sheinbaum, who has generally followed the footsteps of AMLO in terms of policies.

While figures in the Trump administration have made statements to the effect of wishing to bomb Mexican territory, internal pressure within Mexico is rather hard to generate when the government is doing generally positive things for people. As such, protests - comically denoted "Gen Z protests" despite young people being a vanishingly small proportion - have arisen in Mexico, very obviously astroturfed by pro-US and anti-Sheinbaum interests. The first protest, on November 15th, gathered less than 20,000 people, while the second, on November 20th, gathered perhaps 200. Article headlines suggesting that Mexico was "on the verge of collapse" have proven rather sensational and wishcast-y.

While it's easy to poke fun at these farces (I certainly am), it's important to keep in mind that soft coups have long been part of the American strategy in Latin America, and with unlimited money and many resources to throw at a project, even incompetent forces can eventually create enough chaos that it can make the ruling president or party feel forced to resign. Such eventualities are certainly not inevitable, and even weak states can provide enough resistance to force the US to try a hard coup instead, with outright bombing campaigns and covert military operations. Cuba has provided perhaps the best example in the western hemisphere of how such plots can be subverted with enough national support (e.g. the hundreds of times the CIA tried to kill/maim Castro, plus the Bay of Pigs debacle), but you do have to be willing to take extraordinary measures to do this - the sorts of measures figures like Chile's Allende did not take in the 1970s, and the measures Venezuela's Maduro appears to be taking right now. We shall see what path Sheinbaum takes.

Simplicius, who publishes on Substack. Like others, his political analysis should be soundly ignored, but his knowledge of weaponry and military strategy is generally quite good.
On the ground: Patrick Lancaster, an independent and very good journalist reporting in the warzone on the separatists' side.

Imperialism Reading Group ping!

In Chapter 5, Nixon and Kissinger arrive on the stage, ready to overthrown democratic governments across Latin America. Allende takes power in Chile democratically, and his successful socialist policies create an enormous problem for both the Cold War propaganda narrative against communists as being fundamentally opposed to democracy, and also for American control over the continent more generally as Allende opposes various American groups. In particular, Allende's efforts to take back the excess profit stolen from their country by Western corporations, as well as the proliferation of computing technology (vis a vis Cybersyn in Chile) earn him the personal ire of Nixon and Kissinger, who follow the anti-Arbenz framework to overthrow Allende from within with a massive covert campaign to sew fear, disorder, and dissent. Allende does not take the advice of Castro, and his fall is rapid and brutal because of it.

This, in addition to the ongoing dramatic failures in Vietnam, cause a domestic and global anti-war movement to rise, but despite fears from within the American establishment, its power overall appears limited to a degree of harm reduction and the revealing of American plots and campaigns via e.g. the Church Committee, rather than a movement that meaningfully provides room for anti-American/democratic/socialists governments to rise to power. All these events are also taking place simultaneously with the efforts to divide the USSR and China, though as both of those countries' influence is fairly limited in Latin America at this time, this dynamic is not that relevant to this particular story (at least, not yet).

The book we are currently reading through is Empire's Workshop by Greg Grandin. There are two main editions, to my knowledge: the original one with a yellow cover from 2006, and an updated version from 2021 with an orange cover. I am reading the latter version.

Imperalism Reading Group ping!

In Chapter 4, the beginning of the Cold War (and especially the Chinese Revolution), as well as the creation of the CIA, marks a shift from the Good Neighbour policy. The wave of constitutional democracies are gradually overthrown as the US seeks more pliant regimes that are entirely anti-communist and thereby pro-imperialist, with Arbenz's Guetamala successfully couped after a propaganda and terror campaign. Meanwhile, Cuba's Batista is himself overthrown by Castro, who successful resistance (Bay of Pigs) and popular support providing a beacon of resistance around which Latin American revolutionaries can be guided and aided by. Kennedy's inauguration, despite the rhetoric of progress, institutes only a new wave of anti-democratic terror and kidnappings throughout the continent.

This continues the cycles of the US growing heavy-handed, inspiring pro-democracy insurgents to resist them, which then causes major problems for the US both materially and legally, which causes the US to back off a bit, and then new people come to power who do not understand the lessons of a decade prior. All the while, hundreds of thousands of people are killed and many millions more live in fear of America-backed death squads.

November 6th marked the 50th anniversary of Morocco, under King Hassan II, beginning the invasion and occupation of much of the territory of the Western Sahara. Today, approximately 80% of the territory of the Western Sahara is controlled by Morocco, with the Polisario Front - the government of the Sahrawis - controlling the rest, hugging the border of Mauritania. Between them lies one of the longest walls and one of the largest minefields on the planet, of which construction began in the 1980s.

The legitimacy of Morocco's control over the Western Sahara is one of those long-lasting diplomatic issues which ultimately doesn't seem to matter very much in terms of on-the-ground realities, and reveals the eternal uselessness of the United Nations especially in regard to actually helping oppressed people. Up until about 2020, the US and certain other Western countries did not formally recognize Morocco as having sovereignty over the whole territory, but in terms of providing genuine opposition to Morocco, it seems that Algeria is the major player in the region. While American, European, and Moroccan corporations exploit the fisheries and phosphate minerals of the region, protected by their minefields (and claims of merely advancing the cause of renewable energy development, AKA greenwashing), Algeria provides what aid they can to support the displaced Sahrawi people, many of whom have been forced to live in refugee camps.

On October 31st, the US put forward a resolution in the UN Security Council which was adopted (Russia and China abstained) and provided major support to Morocco, urging the Polisario Front to adopt the 2007 "autonomy plan", which would, despite its name, be synonymous with an end to their independence movement. Such a plan was met with much jubilation in Morocco, with King Mohammed VI remarking "From now on, there will be a before and an after October 31, 2025.” Such a date was also the catalyst for the PF intensifying their guerilla struggle against Morocco, as legal avenues for autonomy and basic human rights are running out as the imperialists grow more desperate.

I'm always on guard for the present-day parallels while reading through these books, and for this week's chapter, all I can really say is: imagine the present day US allowing countries around the world more political/economic sovereignty? Such a voluntary imperial decline wouldn't necessarily have to be all that terrible for everybody involved if it was managed - though a LOT of capitalists would still lose a LOT of money. Of course, such a hypothetical, while interesting to consider, isn't all that helpful as the US administration regardless of party seems to pick a different country each week to threaten with invasion or sanctions.

In general, I wouldn't really advise people commenting in the older threads as you're unlikely to get anybody but me reading and responding to them and it's harder to moderate old threads, but there's nothing really wrong with doing so. Feel free to post your links here too!

As I'm sure everybody is aware by now, Trump's accusation that Nigerian armed groups are unfairly persecuting Christians in the country is a rather bizarre lie, seeking a justification to go in, to quote Trump, "guns-a-blazing". Whether this is likely to actually occur or is merely a threat, who can really say nowadays? But Boko Haram and Islamic State West Africa Province are targeting people in Nigeria fairly indiscriminately; insomuch that there is a target, it is farmers whose land is being raided and taken in resource conflicts, and their religious affiliation is not usually questioned by those groups before they are pillaged and/or murdered from what I can tell.

The President of Nigeria, Tinubu, has no small responsibility for this state of affairs - enacting IMF "reforms" which have exacerbated hunger, poverty, and unemployment in the service of Western financial institutions. Those who have protested against this state of affairs have faced repression by state security forces. Meanwhile, Tinubu allegedly has strong connections to the DEA, paying large amounts of money to avoid a trial for his actions; the DEA released this statement: “We oppose the full… release of the DEA’s Bola Tinubu heroin trafficking investigation records,” which is certainly not concerning at all - followed by “While Nigerians have a right to be informed about what their government is up to, they do not have a right to know what their president is up to.”

It must be a shame for him that such a loyal subject of empire is facing such scrutiny, and it likely has everything to do with Nigeria's inexorably growing connections to China (just like pretty much every country on the planet), especially in relation to Nigeria's massive mineral deposits. It could also perhaps be retribution for Nigeria's failure to adequately oppose the growing independence of the Sahel.
