My department may be getting ready to organize soon. Do negotiations for raises only happen for the collective of the union? (programming.dev)

My department has been organizing and the closer we get to the final parts of the process, the more nervous I feel like I am. If we unionize, can individuals still seek out raises on their own, or do any pay increases only happen during contract negotiations for all unionized employees?

(We're in higher ed)
