The wording of the title feels weird, are they implying that if Biden (somehow) wins he won’t have those same powers?

Also that picture make Trump look like he has pink cat ears tucker-catboy

No, they just think that Biden is Good and Trustworthy with unitary executive powers because he is On The Right Side.
