Yup. Literally just add "To" before the "blame" and it suddenly becomes a lot more parsable.

Making the sentence make sense doesn't undo that joke. It still says broken arm.

The title doesn't make sense, I stated it should add a word, you said the title is that way so they can make a broken arm joke, I explained to you that that joke would still work, then you basically said "well I don't want it fixed anyway", pointless comment.
