Posts of people not realising the person they’re talking to, is the person they’re talking about.

It's still a western name as in European, so I guess you mean outside the Anglo-sphere.

I wouldn’t expect to find a german dam in Venezuela either.
Could be some old ones still hiding in Argentina though.
German (or, more correctly, Germán) is a rather common name among Spanish-speaking people. Its origin is the visigoth past in Spain and comes from Hermann.
