"Americans" aren't having enough kids, but all the people living in America who are having lots of kids are a problem and need to be deported. It's almost like he thinks the real problem is that not enough of the right kind of babies are being born. I wonder if he could articulate specifically which kind of babies he thinks there aren't enough of?
