Who would run the US empire until the new President is elected and sworn in?

Kamala Harris, without a shadow of a doubt, because she's the current Vice President. Presidential succession is pretty well-defined in the US.

Edit: I mean that Harris would be the figurehead of the US empire. The people who she responds to would still be the capitalists.
