The real answer is, whatever they want to...
If they can argue you've crossed the line, they'll get you on some sort of domestic terrorism charge.
If they can't, they'll get you for drugs or another crime, and planting evidence isn't above them if they need to.
Maybe they'd even fear for their life during those arrests or you just become another "street crime" statistic and they don't need to get officially involved.
They could also black van you if they can get away with it, at which point they don't even need to pretend anything.
What is black van
The euphemism is for getting pulled into an unmarked van and killed.
Or put on a plane to Pakistan to be tortured, then killed.
"Extraordinary rendition" is the keyword.
I saw this euphemism in a Connor O’Malley video but they just brainwashed him into some sort of sleeper cell
