This type of visa already existed, Trump just wanted to put his face on it. The EB-5 visa was created in 1990. The EB-5 gave permanent US residence to immigrants who payed $1 million and own a US business with at least 10 employees.

i think theres some followup with EB-5 to make sure the investment and jobs actually materialize. this seems like it's a no-strings-attached pay $5 million, get a green card. I also assume with the EB-5 investment, since it's an investment, the line might actually go up. This is probably just setting $5 million on fire.
