The King Of Kong documentary definitely makes him seem like he cheated in DK using footage taped on an emulator, so I'm assuming at least some of the later accusations are true. It's also true that he is actually good at these games at a near-top level because he's done either real highscores or at least ones close to them in front of live audiences. But he likely cheats on top of that to maintain some of his records out of pettiness and shit.
There's a definite thing in speedrunning/high score competition where once you've been at or near the top the temptation to cheat gets a hundred times stronger. It's a combination of feeling like you're owed because of how much work you've put in, not wanting to give up your spot to the new person climbing the rankings, and in some cases the need to maintain your top spot in order to keep getting speaking engagements and other forms of income. Billy has almost certainly felt the pressure from all three of those factors.
