Considering its an island and he probably doesn't care about anything except them not being able to escape it will probably work well for his needs. It's not like they'll be imprisoning actual criminals It'll be a concentration camp and all those need are a few guard towers and the water to keep people in. They'd just shoot anyone who tried to swim.
