High CO2 levels are known to negatively impact the brain's ability to think and feel.

Iirc a Harvard study about 10 years ago found cognition began to be hindered at about 500ppm, with the insides of skyscrapers getting around 2000ppm.

Yeah, and indoor air circulation isn't getting any better. As atmospheric concentrations increase, indoor concentrations will also increase many times over.
