Linux is a family of open source Unix-like operating systems based on the Linux kernel, an operating system kernel first released on September 17, 1991 by Linus Torvalds. Linux is typically packaged in a Linux distribution (or distro for short).
Distributions include the Linux kernel and supporting system software and libraries, many of which are provided by the GNU Project. Many Linux distributions use the word "Linux" in their name, but the Free Software Foundation uses the name GNU/Linux to emphasize the importance of GNU software, causing some controversy.

This was scary to me as a young guy learning Linux 30 years ago. Turns out it's not reporting to anyone. :)
It in fact is reportet to the system admin. In that case you.
It's in a journalctl log (i think location is depending on distro)
Maybe if you have a local mail server set up on the system? Otherwise no way to report. :)
Otherwise it goes to your /var/mail I believe. Sadly they merged commit lately that removes this message

No, that's what postfix is for.
It just printed into the system logs on my arch install(although this was a few installs ago... could've changed)
Linus Torvalds gets those reports and puts you on the naughty list
