Es geht doch nicht um die Technik. Es geht um Kontrolle. Üblicherweise im Namen der Nationalen Sicherheit.

Für CIA, NSA, Palantir, etc ist der Zugriff auf US Unternehmen wie Visa, Mastercard, oder PayPal viel einfacher. Für diese Kontrolle lässt man bestimmt ein bißchen Einfluss spielen.
