Why is it "below par"? They were 16 billion in debt and got out of it within 5 months. Did any republican mayor achieve that in NYC?

Really depends. If you're a golfer, sure. I'm not, so it's bad

worse than usual, or below the expected standard:

par = standard. below par = below standard.
