The last three weeks or so we have had just over a foot of rain in my back yard, and closer to 14" of rain in the watershed. It's like you were saying, you can tell the water level has gone up, but we are so far from out of the danger zone still.
Knowing the ineptitude of the local governance I am afraid they will use the temporary rains as a reprieve from having to declare a water emergency and kick the can down the road for the next council to deal with. As it stands now there is enough local outrage over what industry takes away, and what Tesla pollutes, that we might get some additional changes that benefit clean water, clean waterways, and some power taken away from industrial users due to the looming SNAFU. Now local industry may claim the emergency over, and its business as usual.
Time will tell I suppose.

I just went and checked an apparently, we're in a phase 3 drought condition, which is the worst level. I knew it was bad but didn't realize that bad. Yay!
