This is mostly a problem for the areas south of the Arkansas River, where the extraction rate is much higher than the replenishment rate. The area north of the Platte River is unlikely to face issues unless that water is diverted to make up for the losses in the southern part of the aquifer. This is a really terrible idea and absolutely should not be done in any circumstances, which is why I'm positive it will happen.
