GTA VI will actually be the third; before the 2002 game Vice City, "Vice City" was also a location in the original 1997 game.

Ah, interesting, I'd only played the London one out of the top-downs, just did a bit of research and didn't realise Liberty City (New York City), San Andreas (San Francisco according to the wiki, but the lster eponymous game and V its clearly more like LA), and Vice City (Miami) were all featured in the original
