The same society that introduced circumcision introduced washing things with water to clean them too. There’s just no fucking excuse no matter how you slice it. They should have known better.

You might find Foucault's "The Birth of the Clinic" to be fascinating. Doctors, for the longest time, didn't know germ theory. The clinic evolved accordingly and iirc (not sure if this is in the book) the first doctor that was convinced of their presence was institutionalized. (Ignaz Semmelweis)

Also, as an aside, water would not clean germs off in a way that will make the area actually clean. I tell my kids this every time they run the water only to wash their hands but THEY JUST WON'T LISTEN!!!!
