Making immigrants more precarious is something that both sides of the aisle are going to be happy with. It gives capital more power to exploit them after all. The threat of being abducted at any point of your life is a strong disincentive to any complaints.
Dems are solidly on the 99% Hitler grind set, they have been for a long time. So as long as republicans are pushing the envelope further they can just inch along and still expect people to vote for them as the less bad option. Just like how building a wall on the border to Mexico went from being derided as cartoonish to being something they bragged about doing better than Trump.
