Yeah mayors’ abilities vary a lot. NYC mayor could 100% do it, at least in theory the NYPD is supposed to basically be the mayor’s private army. Any governor could do something though, mobilize the national guard with instructions to arrest any suspected ICE agent for things like kidnapping or other obvious crimes you see them commit.
In Illinois in particular I’m pretty sure they made it illegal for Gestapo agents to hide their identities, but it’s going totally unenforced because who is gonna enforce it? Get the NG out there arresting every agent wearing a mask, lock them up and throw away the key.
Trump can override any governors order to the national guard. He's already ordered the national guard to escort ICE and CBP in LA and DC.
He can only do that in specific circumstances like if he invokes the insurrection act. The only reason that order is standing in California is because Gavin Newsome is a [redacted] and doesn’t want to start a constitutional crisis
DC is different since it’s not a state, he does have the ability to do that one.
