His previous post was Lubbock, TX. Having been to both places I can see why the tool-set Mitchell got from Lubbock might not have prepared him for Oakland. One is a town on the prairie. The other has all kinds of pressures from the Bay area economic spread of mega-wealthy to homelessness et al.
In summation Oakland is a complicated but very American city.
Maybe he was confused about what to do when a town isn’t made up of 100% frontage roads and nothing else.
