His previous post was Lubbock, TX. Having been to both places I can see why the tool-set Mitchell got from Lubbock might not have prepared him for Oakland. One is a town on the prairie. The other has all kinds of pressures from the Bay area economic spread of mega-wealthy to homelessness et al.
In summation Oakland is a complicated but very American city.

Maybe he was confused about what to do when a town isn’t made up of 100% frontage roads and nothing else.
What all these people who last less than a year at the top are too scared to say is that they simply cannot control the gang members that make up the rank and file of OPD. The only solution is to clean house from the bottom up. Just replacing the head for an eleventh time in 10 years is not going to have a different result the next time.
