I'm not sure this is a water discharge problem alone. It seems an operational issue, and it seems unlikely a bright engineer with an eye on global warming didn't ever bring it up. That is, we're told that concern didn't fit their pay grade.

TBF France’s big push for nuclear started in the 1970s, so a lot of the reactors must have been designed by people not yet aware of global warming as even a theory.
