There was no such thing as a formal centralized Soviet Union in the early years following the civil war. If a state wanted to break away there wouldn’t have been a damn thing the central government could have done to prevent that, and the right to secede was presented as a way to show that the Soviet Union wasn’t just a continuation of the Russian empire.
