There are, in fact, dogs who look like this. It's a rare condition known as Short Spine Syndrome
And little perfect raccoons too
This doesn't cause them any health issues?
It often does, sometimes shortening their lifespans, but some animals are fortunate enough to have few or no significant secondary issues.
