Sure, but the only active change shown is the change of removing a parking lot and creating a nice park. That seems like it would fit great with a caption that reads as an awesome thing has been done. But yours doesn't. It starts off "This was never a necessity" and then continues it was a choice, and we're free to choose again.

Even the "it was a choice" is placed after the shitty parking lot has been transitioned into the nice park. So it reads as if it says the act demonstrated in the photo was never a necessity, and that creating the nice park was a choice that we can decide to go back and change.

It's like if your top image was a man pulled from a lake laying there unbreathing and looking dead, and then your second image was some awesome person leaning over him after having resuscitated him and him looking all happy and alive.

The order of the images combined with the text implying that an unnecessary evil has been done but that we can change that evil would seem to be saying that we should go make sure that fucker drowns all the way this time.
