Senate Filibuster

Democrats still want to debate the budget. Mainly over the healthcare plan subsidies. For the federal budget, conclusion of debate can only be forced by 60 votes.

Once that happens, the budget can pass with a simple majority in the senate, assuming the house passes the same version.
