It does look like that, but the ACP already showed that it's a grift meant to get money rather than to help the working class (There was a clip of Haz where he says that they will be taxing the self-sustaining chapters because they helped the people "get together" or something along those lines, and that ethical landlords can join the ACP...). It isn't the only instance of this either, since other leaders of ACP also said classist things. Hating the poor/homeless is perfectly in line with their way of doing things.
